Covert Deal             Goofy Stuff / Back Home

Thanks to Sally for sending this one!.  This looks like a normal traffic stop, but there's GOT to be more to it.  I think right there on the street in plain view, there's got to be some kind of a deal going down.  There HAS to be.  We just don't know.
