This camera shot was taken with a very high-speed shutter setting.  An expert photographer had his equipment set up by luck ahead of time, ready to take photos of an auto race in Miami.  It just so happened that the cops arrived on the scene to control the crowd when the racing shoot was about to begin.  Only with that circumstance was the expert photographer able to capture this shot, and the timing of it was actually luck.
